Estonian economy that is ever more aspiring towards international competition also needs the people who would have the knowledge and skills to organise the work of enterprises more effectively and sell the production.

In 1999, when the Võru County Vocational Training Centre was established, the first students were also admitted to the business administration speciality at the secondary vocational education level.

In 2002, our school started the admission of students to the speciality of business administration, which was based on the study programme registered on the level of professional higher education and the aim of which is to provide the students with the broad economical preparation necessary for business activity. The study programme is formed so that the graduate could apply for the qualification level IV Business Manager after obtaining the necessary professional experience of a manager.

Specialists with business manager qualifications can work on different management levels and positions in enterprises, create and manage their own enterprises. Their tasks can be planning, managing and coordinating the action of a structural unit, observing and representing a structural unit by guaranteeing the timely and effective completion of tasks, and at the same time staying in conformity with the budget. The tasks are usually different in their nature and the results become visible within months. The preconditions of managing the work are independence, discipline, responsibility and decisiveness, very good communicative skills, developed verbal and written expressive and planning skills. The ability to manage people and resources as well as flexibility and orientating on the result are also relevant. All these necessary features can be developed in the realisation of the study programme.

The person who has gone through the study programme has to know management theories, the principles of project and personnel management and the general principles of action, the main terms and basis of international economy, have the knowledge of marketing, accounting, logistic action and financial management in enterprise, and is supposed to know how to make and implement a business plan.

The teachers who are engaged with implementing the business management study programme are teaching classes on economy in other groups of studies and continuing training courses of the school as well. They participate both in the development process of the existing study programmes as well as in the elaboration of new ones.

Our students have passed their apprenticeship in more than hundred enterprises in Estonia, Sweden and Finland. In final papers they have proposed solutions to problems in different areas and in many cases these solutions have received a high evaluation from the managements of the enterprise.
